Central medallion of Edward VII in naval uniform, inscribed below 'KING EDWARD VII, receiving the Address at the Council House' , laurel branches above, the whole encircled by 'OPENING OF THE "ROYAL EDWARD" DOCK AVONMOUTH BY THEIR MAJESTIES.JULY 9TH 1908'. Border design of 12 cartouches reserved on ground design incorporating rose, thistle, shamrock: at top 'ER / VII' below crown, at bottom Royal arms and motto; rest bear arms of Commonwealth countries, clockwise from top: 'AUSTRALIA', 'NEW ZEALAND', 'INDIA', 'CEYLON', 'BURMAH', 'WEST INDIES', 'HONG KONG', 'AFRICA', 'GIBRALTAR', 'CANADA', NZ, Burma, HK, Gib, surmounted by Union Jack.
