Border design of 12 cartouches reserved on ground design incorporating rose, thistle, shamrock: at top 'ER / VII' below crown, at bottom Royal arms and motto; rest bear arms of Commonwealth countries, clockwise from top: 'AUSTRALIA', 'NEW ZEALAND', 'INDIA', 'CEYLON', 'BURMAH', 'WEST INDIES', 'HONG KONG', 'AFRICA', 'GIBRALTAR', 'CANADA', NZ, Burma, HK, Gib, surmounted by Union Jack.
