: This file contains the typescript memorandum by the Northern Rhodesia Government on the Commission of Enquiry into disturbances in the Gwembe District. It outlines the planning and execution of the police operation of the 10th September 1958 when resisting villagers were forcibly removed to Lusitu. The memorandum is followed by appendices detailing (amongst other things) accounts of meetings between villagers and the Provincial Commissioner in the immediate run-up to the operation, and medical reports, lists of casualties and press communiques produced in its aftermath. One appendix consists of the report of Assistant Superintendent Barber into his part in the incident. The document has been lightly annotated by Barber throughout.
