When merchants had problems with a cargo, whether regarding the quality of the goods delivered, piracy, privateering or insurance losses, those involved made a sworn statement of the facts to the port authorities.

In this statement made 4 February 1656, the Bristol merchant John Pope swore that when he insured the cargo of his ship the New Anne for £200, he had absolutely no idea that the ship had already been taken by privateers on her way to Portugal.
